Hilary Duff in Leggings, High Heels and a Stupid Hat

Hilary Duff could do so much better. She certainly can wear leggings with the best of them, but the rest of the outfit is sloppy. I'm not a fan at all of hats on chicks. On anybody really. She just has too much going on with the jewelry, hat, scarf, huge bag, etc. A simple top, with the leggings and her high heels would have sufficed.
